Disabling the Download button on Resources

In Practique, it would be good to be able to disable the 'download' functionality for certain user groups to prevent question authors being able to download other question authors' resources.
The DICOMS uploaded for our viva exams sometimes contain patient data (in the metadata that cannot be removed even if they don't display on the DICOM in the viewer). If another question author downloads that resource, the clinicians are breaking patient privacy and confidentiality.
