Add a permission to allow users to "delete" documents from the document library

As things stand you the only permissions relating to the document library are:

"Allow user to manage their own document library"
"Allow user to view the document library of others"

For our students we need them to upload documents to the document library, essays, student teacher meeting notes, as well as other things. The issue is in order for students to be able to upload to the document library through an event or the document library menu itself, they need the "Allow user to manage their own document library" permission.

The issue is this allows them to delete these documents too, which is a very big risk for us, especially if a student was to delete an essay that was linked to an event after it was submitted.

My proposed solution would be for the "Allow user to manage their own document library" permission to not have a delete button by default and a new permission to be added which separately allows roles to delete from their or others document library.
