Create different permissions for the dashboard functionality (exam delivery)

It would be helpful to parse out these permissions (I believe they are part of Run Exams):
- Publish exam
- Reset exam
- View only dashboard (but able to view logins) - this is so some staff can monitor the exam delivery but not be able to start of stop sessions.
- Full control of dashboard (start and stop sessions, control timings and downloads)

Bron ChandlerI agree, we have invigilators that ONLY have to author an activity if something goes wrong, or if a candidate takes a toilet break etc.
We can only give that functionality if they have Run exam in their permissions. We don't need them starting an exam etc.
These options should be more granular to suit the various use.
