Allow all clients to configure their own default exam detail settings

This will reduce risk if the defaulted settings are already set to how each of us administers our exams.
(i.e. Enable calculator, exam timing, proctoring, Enable answer elimination....)
If we ever need to change our default settings, ideally this could be done by the client system administrator rather than Fry.
