Marking Type = Double with senior marker and reviewer

Marking should be extended to enable double markers + senior marker + reviewer wherein any one of the double markers can also be the senior marker.
Note that Single Sign On should be considered for this requirement and creating another ID as a senior marker for one of the double markers would not fulfill this request.
Item types to which this request applies for our purpose are Multipart Written Questions, Short Answer Questions, and OSCE Station.
