Include option to minimise dashboard widget by default
Dashboard widgets can be maximised and minimised by the user but are always maximised by default (and when a dashboard is refreshed, even if they are minimised prior to the refresh). This is fine if you only have a limited number of widgets displayed and/or if the content of the widgets takes up relatively little vertical space, but if you have widgets that contain a lot of data - and I'm thinking in particular of report widgets, which in most cases will display a minimum of 50 records - then scrolling down to find the appropriate report and/or minimising all of the reports above it - can be a real pain. Adding the option to minimise a widget by default would really help in these cases.

I care much less about the ability to remember the previous (expanded or contracted) state of the widgets the next time you return to them and it seems like you should be able to deal with the issue of updated content (particularly for announcements and the to do list) by simply including a ‘new’ flag/indicator in the titlebar of the widget.
