4 Digit PIN Code for FILL IN ON THE SAME DEVICE functionality

To make the governance component quicker for "Fill in on the same device" functionality. It would be good if the users could have a PIN code options to quickly enter into the form so they don't have to then also approve the event from their own "To Do" list (when they log into Kaizen).
